Whaling at the moment is a big issue, and should be disallowed. Whale populations are extremely low and if whaling in Antarctic regions continues at this rate, they will become vulnerable to extinction and this would have major affects effects on the ecosystem, tourism, and would upset the balance, that Antarctica has sustained for millions of years. I’m not saying whaling should be disallowed permanently, but until populations become stable, it should be completely banned. If there was an extreme whaling ban enforced, whaling would still continue, unless a there was a severe punishment involved. There would also need to be rules so there would not be any loopholes, like when the Japanese say they are killing whales to take tissue samples, but we know they are slaughtering, eating and selling there meat, just behind our backs.
